The project on Technical Assistance for Training Staff on the Spot Controls (OTSC), Risk Evaluation and IACS Software is co-financed by the European Union and the Republic of Turkey. The Contracting Authority is the Central Finance and Contracts Unit, Republic of Turkey, Ministry of Treasury and Finance (CFCU). The Beneficiary is the Ministry of Agriculture and Forest (MoAF). The project is being implemented by company Sinergise in consortium with GISS, Geodetski zavod Celje and ForteArge.
The purpose of the project is to increase the capacity of MoAF with the introduction of control elements and risk evaluation required for the future implementation of IACS and use of LPIS, and the development and implementation of the IACS software adjusted to the Turkish situation. The results to be achieved by the Contractor are as follows:
- The required additions, customizations and modifications on the IACS software for fulfilling the needs and requirements of this project will be completed, control elements and risk evaluation methodology will be set;
- Capacity of MoAF staff in usage of IACS software and OTSC methodology will be improved.
To make this project a success we are relying both on international and local experts. All of them experts in their own field. Two international experts have been assigned the rol of key expert within this project. Both of them are responsible to make sure that all outputs from the non-key experts are in accordance with the overall project objective. And they bring of course also their own IACS expertise to this project.
Mr.Pavel TROJÁČEK is the team leader of this project. Pavel has worked in the field of IACS for many years and has occupied key positions in IACS related projects all over Europe and outside Europe as well. He has assisted many candidate EU countries with their first steps in the world of IACS. Most recently Pavel has worked in the Republic of Azerbaijan and Macedonia where he worked on the quality of spatial data and Computer Aided Photo Interpretation. He is also no stranger to Turkey having worked on the first IACS project of this country.
Mr. Marcel MEIJER is the Key Expert for software development in this project. Marcel has since 2001 worked for the Dutch Paying Agency and Wageningen Environmental Research on CAP, IACS and IT related issues. Since a number of years he is running his own consultancy company. In the last 15 years he has led several projects related to IACS and agriculture including development of IACS design and architecture, preparation of technical specification and functional requirements, supervision of software development, testing and training of the end-users.
